There are no published terms of service yet. The operating rules that apply in the meantime are set out here, and they are the ones the system enforces today.
Those rules are not aspirational. The system enforces them today through schema constraints, database triggers and human review, and every review decision is recorded with its reason in a record that cannot be rewritten afterwards.
When terms of service are published, they will appear here with their effective date.
